Established by Stéfan de Kock in 2004, Perception Planning is committed to the highest standard of professional services within the fields of Urban & Environmental Planning and Heritage Impact Assessment. Prior to starting an independent practice he gained local and international experience in both public and private sectors with the facilitation and implementation of various high- and medium density urban residential projects, urban conservation projects, renewable energy developments as well as eco-orientated-, rural- and agricultural related projects.

Holding an Honours in Urban and Regional Planning (Cape Town, 1997) and Post Graduate Diploma in Environmental Impact Assessment Management (Dublin, 2001), Stefan worked within South African local government until moving to the Republic of Ireland between September 2001 and February 2004, where he joined An Bord Pleanála (Directorate of the Irish National Department of Environment, Heritage and Local Government). He furthermore attended a Planning Summer School, held at the University of Wales (Bangor, 2002), held under the auspices of the Royal Town Planning Institute. In February 2004, Stéfan returns to South Africa and founds Perception Planning. Subsequently he has completed courses in Architectural & Urban Conservation and Urban Design at the University of Cape Town during June 2007 and October 2009 respectively.

From January 2006 to January 2008 Guillaume Narainne worked for the Mauritian firm Why Not LTD and was fortunate to be involved with several built- environment related projects as a junior designer. While the design work was led by the senior partners, Guillaume was involved in the design resolution, modelling, drawing production and site management.

He then enrolled in the Bachelor of Architecture Studies at the University of Cape Town which he completed in 2010. Guillaume then worked for Greenspace Architects where he was involved in all stages of the project including conceptualization and design, draughting, presentation and council submission. Furthermore during the same time period, Guillaume joined Perception Planning and worked as a Candidate Heritage Practitioner and moreover worked as a consultant for Henry Paine Architects.

In 2014, Guillaume completed his Masters of City and Regional Planning degree at the University of Cape Town. In January 2016, he rejoins Perception Planning as an Associate and Candidate Planner.

Established in 2004, Perception Planning offers creative and innovative land use management and design solutions within the professional fields of Urban Planning, Environmental Planning and Heritage Impact Assessment

Working with multi-disciplinary project teams, we follow a holistic planning approach, based on ethical conduct and following international principles of best-practice such as thorough pre-planning research, careful consideration of a broad range of contextual informants and finding feasible, sustainable solutions through a steady process of participatory design.

We believe the regeneration of urban planning as a graphic, grassroots-driven, and interactive tool. With the growing presence of technology in our world come near-constant visual stimulation, unprecedented access to information, and an empowered generation of do-it-yourself activists. Perception Planning’s approach embraces these changes and our brand aims at creating platforms to contribute in meaningful ways to the improvement of cities and communities we have the opportunity to become involved with.

We’re a team of creative thinkers and doers. We strive to be accessible to all audiences with a style that is approachable, artistic, playful, and intended to welcome the public into the planning process. We believe big ideas require incremental steps to sustain momentum from the planning process and build confidence that positive change is coming. Our ideas thus balance long-term goals with short-term or temporary projects and events that bring people together, raise money, and shape local policy.

We offer a unique approach to planning, communication, and implementation tailored to today’s culture and economy and committed to revitalized urban futures.
